From what other people are saying, it does look to be an NTT node that's the issue, and that is the ISP and datacenter that FFXIV uses, but it's not specifically the FFXIV servers. It looks to be a couple of steps removed from them, I think, especially since it can be routed around depending on your ISP/VPN.The fact that people are reporting being able to get around the lag with a VPN suggests its not an issue with FFXIV servers but more nodes between you and the servers.
